Selection Advisory Board Members
Selection Advisory Board (SAB) members are selected for their varied and extensive experience, knowledge, professional profiles and significant and recognized contribution to the public service and community.
The SAB, presided over by the IRB Chairperson, is composed of at least seven members, consisting of an equal number of persons from outside the IRB jointly appointed by the Minister of Citizenship, Immigration and Multiculturalism, and the IRB Chairperson; and persons who are IRB personnel appointed by the IRB Chairperson.

Biographies of External Members
Paul Beaudry is an associate in Stikeman Elliott LLP's Competition Law Group, based in Ottawa and Montreal. His practice focuses primarily on the review of transactions under the Competition Act and the Investment Canada Act. In addition, he advises clients on government relations and telecommunications law and policy matters. Mr. Beaudry was formerly the senior policy advisor to the federal Minister of Industry. In that position, he advised the Minister on issues ranging from telecommunications policy to internal trade, and he interacted with various stakeholders and government agencies involved in policy development and implementation. Paul is actively involved in the Montréal community. He currently serves as corporate secretary of the Montreal Economic Institute, is a member of the Orchestre Symphonique de Montréal Young Ambassadors Committee, and is the vice-president and a director of the St. Lawrence Consortium.
Dr. David Bensoussan of Quebec holds a PHD in Electrical Engineering from McGill University. He has been a professor in the Department of Electrical Engineering at the École de technologie supérieure de l'Université du Québec since 1980. Currently, Dr. Bensoussan is President of the Communauté Sépharade Unifiée du Québec and has been involved in philanthropic and community organizations for many years. He is also a member of the Cross-Cultural Roundtable on Security of Canada. He has published extensively in the telecommunications and energy fields and has filed a large number of patents.
He has also written a number of literary works, including a Bible commentary (The Bible in its Cradle), a book of souvenirs (The Son of Mogador), a historical novel (King Solomon’s Riddle), a historical essay (Spain of the Three Religions) and an art book (A Jewish Wedding in Mogador) in collaboration with Asher Knafo. His other accomplishments include receiving a fellowship from the Matsumae International Foundation of Japan in 1988.
